The story of how an Irishman from Belfast, William Mulholland built the Los Angeles aqueduct to supply the city with water. Mulholland was self taught but managed to finish the aqueduct on time and on budget. However today, as Kielty discovers, water is still a sensitive topic, some people have it, others do not.
